It sounds like the meat was still frozen, and either they did not properly defrost the meat, or they reheated a previously refrigerated seared beef. The tobanyaki is supposed to be one of their signature dishes (even in Nobu NY), but based on your pictures it looks more like a sukiyaki すき焼き.
